All Indians over the age of 18 have the right to vote. The Lok Sabha can be dissolved but the Rajya Sabha cannot. There are also state governments with legislative assemblies known as Vidhan Sabha and Vidhan Parishad. The two national houses and the various state houses elect the Indian President, who is a figure head, but the Prime minister wields the real power.
